New regulations* in Western Australia require paddlers to carry a flare when 400 metres off shore, (and a PLB). That’s actually not that far. Penguin island is further from the shore than this. paddling from one point across a bay to another typically is further from the beach. This electronic torch fulfils the requirements for the flare.
