The Harmony branded Stainless Steel and Neoprene Washer not only acts like a standard washer in the sense that it increases surface area when used with a bolt and nut, to avoid pull out and hull damage etc. It also acts as a seal to keep water from entering at the connection point. The neoprene side should rest against the surface of the kayak to help create the seal and the stainless steel side against the nut or bolt head.
